Coat was added in 2017 as part of Emoji 5.0. It has artwork in Twemoji, Google's Noto, Microsoft's Fluent, OpenMoji. Apple, Samsung and WhatsApp draw it in their own styles, which is why the same emoji can look a little different from phone to phone.
Under the hood ๐งฅ is the single code point U+1F9E5, and on GitHub, Slack and most chat apps you can type it as :coat:.
